Middletown recognizes that the education of English Language Learners (ELLs) includes not only the acquisition of a new language and culture, but also requires special consideration and attention.
Middletown offers a variety of language programs for our scholars, such as Transitional Bilingual Education (TBE), Two-Way Immersion (Dual Language), English as a New Language (ENL), and Languages Other Than English (LOTE in French and Spanish). We also offer a Newcomer Program in partnership with OU-BOCES for Students with Interrupted Formal Education (SIFE).
- Our English as a New Language (ENL) program is an immersive approach for developing English language proficiency. ENL English Language Learners work on developing phonics, grammar, vocabulary, reading, writing, and communication skills in English only.
- The Transitional Bilingual Education (TBE) program is an early exit model designed to develop English proficiency, while offering quality instruction in both Spanish and English through a gradual release structure.
- Home Language Arts/Spanish Language Arts (HLA/SLA), taught in Spanish, is a course component of TBE. Students will increase their ability to use appropriate modes of speech in varying social settings, read for textual analysis, interpretation, understanding of information, and develop sensitivity to a variety of informational texts and literary genres.
- Under the Dual Language program, ELLs are placed in classrooms with students whose first language is English. It is a 50/50 Two-way immersion model in which students are taught completely in English one day and in Spanish the next.
- The Newcomer Program promotes learning for life and is designed to welcome and introduce ELL students new to the United States to our educational system.
- All Middletown students have the opportunity to learn a Language Other Than English (LOTE). The district provides world language instruction in Spanish and French.
For more information on our language programs, please contact the Middletown school district’s Bilingual Department and Program Director, Linda Bradt, at (845) 326-1302 or at linda.bradt@ecsdm.org with any questions.

2021 NYS Seal of Biliteracy (NYSSB) graduates from Middletown High School
- Our English as a New Language (ENL) program is an immersive approach for developing English language proficiency. ENL English Language Learners work on developing phonics, grammar, vocabulary, reading, writing, and communication skills in English only.
-
The NYS Seal of Biliteracy (NYSSB) was established in 2012 to recognize high school graduates who have attained a high level of proficiency in listening, speaking, reading and writing in one or more languages, in addition to English. Many states, including New York, award this seal in a formal recognition ceremony, but Middletown was unable to do that due to the pandemic.
The intent of the NYSSB is to encourage the study of languages, identify high school graduates with language and biliteracy skills for employers, provide universities with additional information about applicants seeking admission, prepare scholars with 21st century skills, recognize the value of foreign and native language instruction in schools and affirm the value of diversity in a multi-lingual society.
Congratulations to our 36 recipients from the Class of 2021, shown in the chart above. This program continues to grow within our district. There were 27 recipients in 2020, and our first year in 2019, there were nine.
Check out the recent graduation presentation below that details the journey these students worked through to reach this point:
