BOARD OF EDUCATION

MIDDLETOWN, NEW YORK

FEBRUARY 22, 2007

 

            A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, February 22, 2007, at the Board of Education Office, 223 Wisner Avenue, Board President Vincent Crescenzo, presiding. 

 

Present:         Mrs. Botti, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Mr. Paul (left at 8:45 p.m.), Ms. Perkins, Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 9.

 

Absent:          None.

            Mr. Crescenzo called the meeting to order at 6:30 p.m.   Mr. Perrino made a motion, seconded by Mrs. Knapp, to have an executive session to discuss matters leading to the appointment or employment of specific personnel.

 

            Public session resumed at 7:30 p.m.

 

Mr. Crescenzo led the pledge to the flag.    

 

Ms. Tobiassen made a motion, seconded by Mrs. Botti, to approve the minutes of September 7 and September 21, 2006. 

 

Ayes:  Mrs. Botti, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 9.  Noes:  None.  Motion was unanimously approved.

 

Mr. Estrada made a motion, seconded by Mrs. Knapp, to approve Personnel Memorandum #46. 

 

Ayes:  Mrs. Botti, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Ms. Perkins, Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 9.  Noes:  None.  Abstain:  Mr. Paul (to avoid the appearance of impropriety) – 1.  Motion was unanimously approved.

 

The following were the Presentations for the evening:

 

1)        BOCES – Administrative Budget

 

Dr. Hanna from Orange-Ulster BOCES introduced the BOCES administrative employees and reviewed their February/March 2007 Budget Presentation - Administrative, Capital/Rental and Program Budgets for 2007-2008 (see attached).

 

Dr. Hanna advised that April 26, 2007 is the BOCES Administrative Budget vote for all districts.

 

2)        Update on Programs – Academy of Finance and Information Technology – Paul Halpern and John Gerace.

 

Raffles have generated approximately $20,000.

 

22 students have become certified to prepare income taxes.

 

March 2, 207 is VitaDay for students.

 

April 13, 1007 is a familiarization trip to New York City with high school seniors.

 

Students Becky Lee and Alicia Morgan were recognized.

 

Wall of Fame is being built in Academy of Finance room.

 

30 students to be placed in Internship Program.

 

3)        Attendance

 

 Tracy Sorrentino, Monhagen Middle School Principal :

 

o       94.14% currently (decrease in attendance)

o       January to date – 89.34% (significant decrease)

o       September – 726 nurse visits for the month

o       October – 4.82% - rise

o       December – 23.55% - illness

o       January – 24.1% - illness

o       Sub groups – maintained interventions

o       ELA – State testing – 20 students absent during exam week

 

Ms. Perkins suggested identifying illnesses to discuss at another Board

meeting.

 

           

 

Carl Pabon, Karen Liparulo, John Szakmary – House Principals – Middletown High School :

 

            Reviewed January 2007 Regent/RCT Exam Participation (see attached), and Middletown High School Attendance Data – September 2006 – January 2007 (see attached).

 

            Ms. Tobiassen requested to receive a reading on how many students passed on Regents exams.

 

            Gordon Dean – Twin Towers Middle School Principal:

 

            Reviewed Attendance Data for the period of September 1, 2006 – January 31, 2007 (see attached).

 

            4)        Budget – Program, Capital, Benefits, Revenue –Elizabeth McKean, School Business Administrator

 

            Mrs. McKean reviewed the 2007-2008 Budget Recommendations and Budget Development Summary (see attached).

 

o       Public Hearing – March 8

o       Budget Adoption – April 12

 

5)        E-RATE – Mike Tuttle, Chief Technology Officer

 

o       Officially known Universal Service Funding for Schools and Libraries, was created as a result of the Telecommunications Act of 1996.

                       

Discussed:  What it is, Who can Participate, and Funding (see attached).

 

Mr. Crescenzo read a letter from BOCES regarding their Board member’s terms expiring and inquiring to the possibility of the Middletown School Board having any possible candidates.

 

            There being no further business, at 11:00 p.m., Ms. Tobiassen made a motion, seconded by Mr. Estrada, to adjourn the meeting at this time.  Motion was unanimously approved.
