A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, September 4, 2008, at the Board of Education Office, 223 Wisner Avenue, Board President Nicholas Mauro, presiding.
Present: Mr. Geiger (left at 11:11 p.m.), Mrs. Isseks, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen (left at 11:11 p.m.) - 8.

Dr. Mauro called the meeting to order at 6:42 p.m. Mr. Paul made a motion, seconded by Mrs. Knapp, to have an executive session to discuss matters leading to the employment history of specific personnel. Motion was unanimously approved.
Public session resumed at 7:55 p.m
Ms. Perkins led the pledge to the flag.
Mr. Paul made a motion, seconded by Mr. Geiger, to approve the agenda with the following amendment: Remove Item No. X) Procedural Resolutions.

Ms. Perkins made a motion to request that the minutes of May 14, 2008 be withdrawn. No second to the motion. Discussion pursued. Ms. Perkins withdrew the motion to withdraw the minutes of May 14, 2008.
Mr. Paul made a motion, seconded by Mr. Perrino, to approve the minutes of April 17, May 8, May 14, 2008.

OPPORTUNITY TO ADDRESS THE BOARD
- Sydelle Blatt – Reviewed conduct at previous Board meetings.
- A visitor – Read a letter on behalf of Mr. Gennarelli, concerning the Board of Education.
- Ed Estrada – Spoke about procedural errors.
- John Gennarelli – Expressed concerns regarding the status and procedures of the Board of Education.
BOARD MEMBER REPORTS
Mr. Perrino – Health & Safety Committee, first meeting in October (did not have the date as of yet).
Ms. Perkins – OCSBA meeting was on 9/3, next OCSBA meeting is 10/1. Gave the Board OCSBA’s 2008-09 calendar.
Mr. Paul – NYSSBA resolutions – requested the Board to come prepared at the 9/18 meeting to discuss the resolutions one by one. Resolutions will be presented at the NYSSBA convention in October.
Dr. Eastwood – Our students will have their artwork displayed at the NYSSBA convention.
Ms. Tobiassen – Requested Mrs. McKean to go over reimbursement policy for conferences. Mrs. McKean stated that she will see that the Board gets copies.
At 9:35 p.m., Dr. Mauro called for a recess.
At 9:47 p.m., the meeting reconvened.
At 9:48 p.m., Mrs. Knapp made a motion, seconded by Mrs. Isseks, to adjourn the meeting at this time.

POLICY DEVELOPMENT REVIEW AND ADOPTION
The Board conducted a first reading on Revised Policy #1410, entitled, “Policy”.
The following revisions were suggested:
Mr. Perrino – Last paragraph, “it is the primary function of the board to establish the policies by which the schools are to be administered.” Prefers it to read: “it is a primary function of the board to establish the policies by which the schools are to be administered.”
Ms. Tobiassen – Last paragraph, eliminate the word “although” at the beginning of the paragraph.
Mr. Geiger – Eliminate entire last paragraph – redundant of existing policy.
Dr. Mauro stated their suggestions will be incorporated. There will be two readings, then the policy will be forwarded to the attorney for review, and then will go back to the Board for approval.
Mr. Geiger recommended putting polices on the Smart Board at each meeting as the Board works on them and discusses them.
Mr. Perrino suggested labeling the policies being worked on with the word “proposed” or “draft.”
OPPORTUNITY TO ADDRESS THE BOARD
- Ben Brunning – Discussed first day of school, debate class in the High School, Director of Elementary Education, Gifted and Talented, presentations at Board meetings, Hiring Committee
- Ed Estrada – Discussed topics from this meeting concerning first day of school, Written Communications at Board meetings, minutes.
- John Gennarelli – Questions concerning first day of school, time frame on football field construction, boys varsity soccer team, Policy #1511.
Dr. Eastwood responded to some of the questions: Opening day – scheduling programs went well. Construction at the High School – Stadium opening is scheduled for 9/19, Middletown vs. Port Jervis football is scheduled for 9/20. The District has been working on the Gifted and Talented program. Second half of referendum will take place in the elementary buildings.
ROUNDTABLE
Mr. Geiger – Requested statement of support in regard to Dr. Eastwood from Dr. Mauro.
Ms. Tobiassen – Requested from Mrs. McKean, a list of what expenses have been incurred from Board Members contacting our attorneys. Discussed concerns about hiring procedures, Affirmative Action, Policy #6120 Equal Employment Opportunity. Requested an updated list of Board committees. Discussed Gifted and Talented program.
Mrs. Knapp asked when will the Board’s contact phone cards be made. Requested that someone else volunteer for the Teacher Center committee.
Mr. Paul requested from Mrs. Knapp, the Restructure Committee minutes from April. Asked about doing a Board photo.
Mr. Perrino requested to have presentations on the following: Tax break to people with disabilities who have children in the District, past summer school, Gifted & Talented.
Ms. Perkins spoke about her status as a Board member.
Dr. Mauro expressed his support of Dr. Eastwood.
At 11: 10 p.m., Mr. Paul made a motion, seconded by Mrs. Isseks, to have an executive session for the discussion of employment history of specific personnel. Motion was unanimously approved.
Mr. Geiger, Ms. Tobiassen left at 11:11 p.m., not present for executive session.
