A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, August 30, 2007, at the Board of Education Office, 223 Wisner Avenue, Board President Rose Tobiassen, presiding.
Present: Mr. Crescenzo (stepped out 10:06-10:07 p.m.), Mr. Estrada (stepped out 9:50-9:52 p.m.), Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul (stepped out (9:00-9:04 p.m./9:53-9:57 p.m.), Ms. Perkins, Mr. Perrino (stepped out 9:56-9:57 p.m./10:43-10:45 p.m.), Ms. Tobiassen (stepped out 9:37-9:40 p.m.) – 9.

Ms. Tobiassen called the meeting to order at 6:05 p.m. Mr. Crescenzo made a motion, seconded by Mrs. Knapp, to have an executive session to discuss the appointment, employment or discipline of a particular person.
Public session resumed at 7:55 p.m.
Mr. Perrino led the pledge to the flag.
Mr. Perrino made a motion, seconded by Mr. Geiger, to approve the minutes of June 20 and August 9, 2007.
Ayes: Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Dr. Mauro, Mr. Paul, Mr. Perrino, Ms. Tobiassen, – 7. Noes: Mrs. Knapp, Ms. Perkins – 2. Motion was declared approved.
Dr. Mauro made a motion to approve the agenda according to Robert’s Rules of Order, stating that a vote is needed to approve the tentative agenda. Motion was not seconded. No action taken.
A discussion pursued pertaining to Robert’s Rules and pre-approving the agenda.
Mr. Geiger made a motion, seconded by Mr. Estrada, to approve the agenda as presented.

Ms. Tobiassen asked for any additions or amendments to the agenda at this time.
Dr. Mauro made a motion, seconded by Mr. Paul to remove from the agenda until the next meeting, Presentation B) - APPR-Annual Professional Performance Review and to also remove Superintendent Action Item #5) Approval of APPR-Annual Professional Performance Review.

Dr. Eastwood advised that a presentation and action on APPR must be taken at the September 6, 2007 meeting.
Mr. Paul made a motion, seconded by Mr. Perrino, to amend the agenda to include an Item #5 under Superintendent Action Items – Resolution to Accept Bids for Capital Project.

RECOGNITIONS & ANNOUNCEMENTS:
Ms. Tobiassen presented a clock on behalf of the Board of Education, to the former Board President, Vincent Crescenzo, in recognition for his years of service as President.
Mr. Perrino recognized Horace Belton and Nanci Itzla in the audience as previous Board members and also recognized Thomas Scott regarding an Eagle Scouts column in the Times Herald Record. Mr. Perrino commended the clerical and Buildings & Grounds staff on their efforts for preparing for school to start.
Mr. Perrino made a motion, seconded by Mr. Estrada, to approve Personnel Memorandum #12.

Dr. Mauro made a motion to amend Personnel Memorandum #12, to work with the Superintendent to modify this transmittal document and to certify that the process of all requirements are met. Motion was not seconded.
A discussion pursued pertaining to governance and policy by the Board of Education.
Dr. Mauro then withdrew his motion to amend Personnel Memorandum #12.
Mr. Perrino made a motion, seconded by Mr. Estrada, to approve Personnel Memorandum #12.

Mr. Estrada made a motion, seconded by Mr. Perrino, to approve Personnel Memorandum #13.

Ms. Perkins requested to address on a future agenda, an explanation of hiring teachers and other professionals. Ms. Tobiassen advised that the request will be taken into consideration.

OPPORTUNITY TO ADDRESS THE BOARD:
- Horace Belton - former member of Middletown Board of Education. Made comments on what the roll of the Board is and their commitments as members.
- Eileen Wieczorek – addressed the settlement of the Food Service Worker’s contract and the pending contract for School Monitors.
- Sheila Esposito – President, Middletown Teachers Association. Commented on concern of communication issues with the Board and District.
- Nancy Itzla - former member of Middletown Board of Education. Commented on the functioning of the Board.
Dr. Eastwood presented to the Board, Superintendent Information Items: Approved Budget Transfers #3 and #4 and a Policy First Reading – Title I Parent Involvement.

Public session resumed at 11:20 p.m. Mr. Crescenzo made a motion, seconded by Mr. Estrada, to amend the Superintendent’s Hearing for Student #3, that the Board of Education hereby amends the Superintendent’s decision to include a zero tolerance probationary program and for a return to school on the first day of school, September 5, 2007.
