BOARD OF EDUCATION

MIDDLETOWN, NEW YORK

 A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, June 19, 2008, at the Middletown High School, Gardner Avenue Extension, Board President Rose Tobiassen, presiding. 

Present:         Mr. Crescenzo (arrived at 6:45 p.m.), Mr. Estrada, Mrs. Knapp (left at 11:10 p.m.), Dr. Mauro, Mr. Paul, Ms. Perkins (arrived at 6:45 p.m.), Mr. Perrino, Mr. Geiger, Ms. Tobiassen – 9.

Absent:         None.

 Ms. Tobiassen called the meeting to order at 6:30 p.m.  Ms. Perkins made a motion, seconded by Mr. Estrada, to have an executive session for discussions regarding proposed, pending or current litigation.

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Public session resumed at 7:40 p.m.    

Dr. McDonough, Mr. Crescenzo and Mr. Estrada led the pledge to the flag.

Ms. Tobiassen requested that it be recorded into the minutes that that invitations were extended to the newly elected board members to attend the meeting although they were unable to attend. 

Mr. Crescenzo made a motion, seconded by Mr. Perrino, to amend the agenda as follows:  add under Personnel Action Items, Approval of Personnel Memorandum #60, and Approval of Superintendent’s Contract; add Action Item, Approval of Change Orders – Middletown High School, 2006 Capital Project; add Action Item, Approval of Resolution – Contract for Excellence; add under Presentations E) Discussion – 2008-2009 Calendar; add Item VII) Roundtable.

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Student musical presentations were conducted and cartooning artworks students were recognized.

Mr. Crescenzo made a motion, seconded by Mr. Paul, to approve Personnel Memorandum #58.

Ayes:  Mr. Crescenzo, Mr. Estrada, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 8.  Noes:  None.  Abstain:  Mr. Geiger – 1.  Motion was declared approved.

Mr. Crescenzo made a motion, seconded by Mr. Estrada, to approve Personnel Memorandum #59.

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Mr. Crescenzo made a motion, seconded by Mr. Perrino, to approve Personnel Memorandum #60.

A discussion pursued. 

Mrs. Knapp made a motion, seconded by Mr. Paul, to amend the original motion to remove an item from Personnel Memorandum #60 that was discussed in executive session.

Ayes:  Mrs. Knapp – 1.  Noes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen - 8.  Motion was defeated.

Mr. Crescenzo made a motion, seconded by Mr. Perrino, to approve the original motion to approve Personnel Memorandum #60 as is.

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Mr. Perrino made a motion, seconded by Mr. Estrada, to approve the Superintendent’s Contract.

Mr. Crescenzo made a motion, seconded by Mr. Estrada, to approve Financial Memorandum #15.

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Mr. Crescenzo made a motion, seconded by Ms. Perkins, to approve Service Contract – Sprinkler Service.

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Mr. Crescenzo made a motion, seconded by Ms. Perkins, to approve Service Contract – Integrated Pest Management.

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Ms. Perkins made a motion, seconded by Ms. Perkins, to approve Memorandum of Understanding – MTA (Middletown Teachers Association).

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Mr. Paul made a motion, seconded by Mr. Perrino, to approve Stipulation of Agreement – MECA (Middletown Educational Clerical Association).

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Mr. Crescenzo made a motion, seconded by Mr. Geiger, to approve Award of Alternate HS GC-4 in the Amount of $32,408, and Award of Alternate HS GC-3 in the Amount of $100,107.50.

Ayes:  Mr. Crescenzo, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Dr. Mauro, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen – 9.  Noes:  None.  Motion was unanimously approved.

Mr. Estrada made a motion, seconded by Mrs. Knapp. to approve the following Change Orders for Middletown High School – 2006 Capital Project:

            Nikko Construction Corp.            GC-1              $  28,816.12

Ms. Perkins made a motion, seconded by Dr. Mauro, to approve Resolution – Contract for Excellence as follows:

RESOLVED, that the Board of Education authorize its attorneys to investigate possible grounds for legal action against all appropriate parties in conjunction with the implementations of the Contract for Excellence Program and the use of Foundation Aid to acquire shared services through BOCES, and further authorize its attorneys to commence such action if circumstances warrant.

            Ms. Tracey Sorrentino – Principal, Monhagen Middle School; Mr. Arthur Casey –  High School English Teacher

            Middle School and High School Honors Acceleration Program

Ms. Tobiassen requested to table the Tax Exemption for People with Disabilities presentation until the July meeting.

• Dr. Darlene McDonough, Director of Elementary Education

Gifted and Talented Program Initiative (a/k/a Enrichment, Challenge and Intervention Program) (see attached presentation (PDF)).

Ms. Tobiassen discussed changing the date of the Re-Organizational Meeting to July 10, 2008.  Mr. Estrada suggested  to appoint at the Re-Org meeting, a Board member to chair New York State School Boards Association.

There being no further business, at 11:40 p.m., Mr. Estrada made a motion, seconded by Mr. Crescenzo, to adjourn the meeting.  Motion was unanimously approved.
