A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, April 3, 2008, at the Board of Education Office, 223 Wisner Avenue, Board President Rose Tobiassen, presiding.

Ms. Tobiassen called the meeting to order at 7:40 p.m.
Ms. Perkins led the pledge to the flag.
Dr. Mauro made a motion, seconded by Mr. Geiger, to approve the agenda.

Mr. Perrino made a motion, seconded by Mr. Geiger, to approve the minutes of February 7, 2008.
Mr. Estrada requested to amend the February 7, 2008 minutes to remove his name as seconding the motion “to approve the February 7, 2008 agenda with the following amendments”, as Mr. Estrada was absent from this meeting. It was discussed that the tape would be reviewed to determine who seconded the motion.
Dr. Mauro clarified that under Roundtable on the February 7, 2008 minutes, he requested to discuss at some time testing at the schools. But Dr. Mauro’s intent was to have a presentation by the teachers, not the MTA, to discuss the issue with both points of view for the purpose of eliminating testing and what is interpreted as excess testing in schools, not streamlining it.
Ms. Perkins made a motion, seconded by Mr. Perrino, to approve the February 7, 2008 minutes as amended.

Mrs. McKean stated that the only change from the last budget presentation is a change in the debt service.
Ms. Tobiassen urged the public to contact Mrs. McKean with any questions concerning the budget.
Mr. Crescenzo made a motion, seconded by Mr. Paul, to approve the following resolution:
Approval of Adoption of 2008-2009 Budget
RESOLVED, that the Board of Education of the Enlarged City School District of Middletown is hereby authorized to expend an amount not to exceed $130,574,968 to meet the estimated expenditures during the 2008-2009 school year, and is authorized to levy the necessary tax therefore.
A discussion pursued. Mr. Geiger requested that any additional funds that we receive from the State be used to lower the tax levy.
Mr. Paul asked for it to be noted that he concurred with Mr. Geiger.

Mr. Perrino made a motion, seconded by Mr. Estrada, to approve the resolution for Proposition for Capital Improvement Program as follows:
BE IT RESOLVED, by the Board of Education of the Enlarged City School District of Middletown, as follows:
Section 1. That the annual meeting and election scheduled to be held on May 20,2 008, a proposition be submitted to the qualified voters of the Enlarged City School District of Middletown to be voted upon, in substantially the following form, to wit:
PROPOSITION NO. 1
Shall the Board of Education of the Enlarged City School District of Middletown be authorized to spend a sum estimated not to exceed $625,000 for reconstruction and repairs to the District’s school buildings, together with original equipment, machinery, apparatus, appurtenances, and incidental improvements and expenditures therewith, and that the estimated aggregate sum of $625,000 paid from $525,000 of appropriated fund balance and $100,000 or so much thereof as may be necessary, shall be levied and collected upon the taxable property of the Enlarged City School District of Middletown during the 2008-2009 school year.
Section 2. This resolution shall take effect immediately.

BOARD MEMBER REPORTS
Ms. Perkins reported there are 3 people running for a seat on the Orange County BOCES Board – Carl Onken, Martha Bogart and Mary Luciana. OCSBA dinner meeting will be held on June 4, 2008 at Kulh’s Highland House. Workshop on June 7, 2008 by OCSBA at Mid-Hudson School Study Council on “Becoming a Board Member”. Workshop in May for “New Board Members” to be held in Albany. Any Board member interested in putting together resolutions for the NYSSBA convention in New York City in October, needs to secure a NYSSBA “kit” for submitting the resolutions. Dr. Eastwood said that he will work on a resolution for Contract for Execellence. Ms. Perkins announced that she has a brochure available from Orange Ulster BOCES on “Education Alternatives for High Needs Youths”. Ms. Perkins said that at the OCSBA meeting, she suggested for future conferences to discuss the topic of how school boards handle issues of construction projects, contracts and expenses.
Mrs. Knapp stated that there will be an Audit Committee meeting on April 17, 2008, 6 p.m. Also on April 17, 2008, High School Restructure Committee will do a presentation.
Dr. Mauro read “Board Norms” policy and “Board Member Participation at Grievance Hearings” policy and a discussion pursued regarding their interpretation.
Mr. Estrada announced that Middletown ELL Stakeholders met on April 2, 2008 and will meet again on May 2, 2008. Topics discussed were Update on Administrative Work Group, Quality Review Process, Finalize Brochure and Discuss Ideas for Dissemination, Review and Confirm Communications to Constituencies by the Stakeholder Group.
OPPORTUNITY TO ADDRESS THE BOARD
- John Gennarelli – Asked the following questions:
Is soundproofing the cafeteria at Monhagen Middle School a project that is being paid for twice? Dr. Eastwood responded by saying that we do not pay for things twice. Dr. Eastwood stated that some of the soundproofing has already been done but was not a part of the project.
Is the first phase of construction at the High School done and how much has been signed off that are not yet completed? Dr. Eastwood replied that the High School project is an on-going project due to the number of students and trying to accommodate them. We do continually do facility upgrades and maintenance.
Requested information regarding High School graduation. Dr. Eastwood said that graduation will be at Twin Towers upper field and the specifics are not yet in place. The Board is being kept informed as decisions are being made and the public will be informed.
ROUNDTABLE
Mr. Crescenzo attended a meeting of the Middletown Chapter of NAACP. The topic of “dropout rates for minorities” was discussed.
Mr. Perrino mentioned events that occurred in the district: International Week at Chorley, April is National Autism Awareness month, Sojourner Truth Awards Ceremony and John Brigham Music Scholarship Concert were held on March 7, Challenge Night at Twin Towers. Alexandra Haines, a junior at the High School who represented the District at Poetry Outloud Competition in New York City. Mechanicstown Elementary School play, Oliver Twist”, Swim Team – Section 9 in Times Herald Record, Teen Night at MHS cafeteria, Book author Helen Lester visited Truman Moon Elementary, 30 students from the High School assisted in after-school program between City of Middletown and Middletown School District, Aaron Tevit nominated for Lucille Lortel Award for an off-Broadway musical.
Ms. Perkins attended Sojourner Truth Awards on March 7. 407 students from Orange County received Awards of Excellence.
Dr. Mauro read newsletter from Sheila Esposito, Middletown Teachers Association, regarding testing in the classrooms and moral issues between teachers and administration.
Mr. Paul attended Sojourner Truth Awards on March 7 and commended the event. Mr. Paul recognized students from Mechanicstown Elementary for their artwork, who participated in a yearly contest run by Orange County Alcohol and Drug Abuse Council. Mr. Paul spoke about “cyber-bullying” awareness.
Mr. Estrada thanked our school crossing guards for keeping our children safe. Acknowledged Middletown Athlete’s Care group for their participation in events that give back to the community.
Mr. Geiger commended the High School’s jazz band that played in the theatre at the High School on the evening of April 2. Suggested to invite the senior class back who did not have the chance to go up on the new stage and have a grand opening ceremony. Mr. Geiger attended Challenge Night at Twin Towers.
Mr. Geiger reminded the public that if anyone is interested in running for a seat on the Middletown Board of Education, that petitions must be submitted to the District Clerk by April 30, 2008.
At 9:50 p.m., Dr. Mauro made a motion, seconded by Ms. Perkins, to have an executive session for the discussion of the employment history of specific personnel. Motion was unanimously approved.
Ms. Tobiassen said that the Board will not reconvene into public session. There being no further business, the meeting was adjourned.
