A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, February 7, 2008, at the Board of Education Office, 223 Wisner Avenue, Board President Rose Tobiassen, presiding.
Present: Mr. Crescenzo, Mrs. Knapp (left at 10:00 p.m.), Dr. Mauro, Mr. Paul (arrived at 6:35 p.m.), Ms. Perkins (arrived at 6:45 p.m.), Mr. Perrino, Mr. Geiger, Ms. Tobiassen – 8.

Ms. Tobiassen called the meeting to order at 6:30 p.m. Mrs. Knapp made a motion, seconded by Mr. Perrino, to have an executive session to discuss matters regarding proposed, pending or current litigation. Motion was unanimously approved.
Public session resumed at 8:00 p.m.
Ms. Tobiassen led the pledge to the flag.
Dr. Mauro made a motion, seconded by Mr. Estrada, to approve the agenda with the following amendments:

OPPORTUNITY TO ADDRESS THE BOARD:
- Joe Masi, Middletown Civil Service Commission
Since Ms. McKean’s previous presentation of the Major Category Synopsis of the Budget, Middletown School District employees have been concerned regarding the Civil Service Commission handling tests and lists. Mr. Masi said that the cities of Middletown, Port Jervis and Newburgh each have their own civil service commission and each of those school districts are governed by that civil service commission. The County handles all of the other municipalities and school districts. He said that as long as there is a Middletown Civil Service Commission, the school district will be a part of that, additionally stating that it is New York State Civil Service Law and Education Law and if in the future the legislators decide to change that, they will deal with it at that time.
PRESENTATIONS:
- Elizabeth McKean, School Business Administrator – 2008-2009 Budget Recommendations – Instructional (see attached).
Dr. Eastwood advised the public that he sent a letter to our Senators and Assemblypersons regarding the 2008-2009 Executive Budget State Aid Proposal in an attempt to prove the impact that it will have on the Middletown School District. A copy of that letter will be posted on our website (and is also attached).
Dr. Mauro conducted a First Reading of the policy, Regular Board Meetings – Policy #1510. It was agreed to add the word “when possible” to the 5th paragraph, which would read as follows: “This agenda shall be distributed to Board members no later than the Friday before such regular meeting when possible”.
Dr. Mauro conducted a First Reading of the policy, Visitors to the School – Policy #3210. It was agreed to removed the wording “and Building Principal” from the last paragraph, which would read as follows: “Board members who visit the school in their official capacity when authorized by the Board shall notify the Superintendent (remove: and Building Principal) prior to the visit”.
Mr. Crescenzo made a motion, seconded by Mrs. Knapp to approve Special Services Memorandum #9.

BOARD MEMBER REPORTS:
Mr. Perrino showed an example of the new photo ID design for City of Middletown employees in which the Middletown School District helped implement.
Mr. Paul won a raffle for a signed picture of the cast from the show at Monhagen Middle School, “Loves Me, Loves Me Not”, in which he donated to the District.
Dr. Eastwood remarked that pertaining to Civil Service Commission concerns from earlier this evening, the District is looking to get services from the County for free. Whereas, the District otherwise will pay $70,000 for Civil Service when all other districts get the services for free.
ROUNDTABLE:
Dr. Mauro asked to revisit a former discussion of the number of tests done in the schools and requested that it be reviewed at the next presentation meeting.
Ms. Perkins called on businesses within the community to help support and create a partnership with the Middletown School District and asked for this to be further discussed in the future.
Mr. Perrino inquired about moving the voting for the May election to the Board Office instead of at the High School. Dr. Eastwood replied that we are in the process of seeking an opinion from our legal counsel.
Mr. Perrino’s other topics of acknowledgement were: Dr. William Best spoke at High School on Martin Luther King Day, 19th National African American Reading at Maple Hill Elementary, Evening of Broadway Melodies at Monhagen Middle School, Poetry Out Loud at High School, NJROTC students who worked at the Elk’s Pancake Breakfast.
Ms. Tobiassen attended graduation on February 6 at the High School. She also attended a Building Leadership Meeting at the High School on February 7 and stated that superintendent’s met in Albany with the Commissioner and asked Dr. Eastwood to address at a later date, the topic of Growth Modeling and Value Added Assessments.
In response to Dr. Mauro’s request for a test scores presentation, Dr. Eastwood suggested that it wait a couple of months as instruments are being evaluated and will need to get back that information in order to discuss, and he will be meeting with representatives from the MTA where they will discuss assessments and how they can streamline and make more efficient.
Mr. Geiger attended FBLA meeting (Future Business Leaders of America) at Middletown High School. Mr. Geiger reminded the public that District events are listed on the website (www.middletowncityschools.org).
Ms. Tobiassen reminded everyone to save can tabs to benefit the Ronald McDonald House.
At 10:35 p.m., Mr. Perrino made a motion, seconded by Ms. Perkins, to have an executive session for the discussion of employment history of a specific personnel. Motion was unanimously approved.
Dr. Mauro made a motion, seconded by Mr. Paul, to add to the agenda and approve Personnel Memorandum #40.
