A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, January 3, 2008, at the Board of Education Office, 223 Wisner Avenue, Board President Rose Tobiassen, presiding.

Ms. Tobiassen called the meeting to order at 6:34 p.m. Mr. Crescenzo made a motion, seconded by Mrs. Knapp, to have an executive session to discuss the employment of a particular person. Motion was unanimously approved.
Public session resumed at 7:45 p.m.
Ms. Towle led the pledge to the flag.
Dr. Mauro made a motion, seconded by Mr. Estrada, to approve the agenda with the following amendments:
- Add under Item No. III, Approval of Personnel Memorandum #25.
- Add under Item No. V, New Business-Superintendent Report, B) Action Items, 4) Approval of Bid Award for High School General Construction.

OPPORTUNITY TO ADDRESS THE BOARD:
- Debbie Roberts - Teacher, Maple Hill Elementary.
Expressed her concerns about student testing and IRI and DRA training for teachers. Questioned how does the IRI testing benefit students or teachers.
- Andrea Decker - Teacher, Maple Hill Elementary.
Shared information on how the MAPS (Measures of Academic Progress) testing and SAGES (Screening Assessment for Gifted Elementary Students) testing work.
- Jeanellen McCord – Teacher, Maple Hill Elementary.
Commended the Board on the meeting of December 6, 2007, boosting the moral of teachers and giving them a sense of optimism that they were being heard. Also expressed concerns about student testing and teacher training.
- Mary Woodward – In response to Gregory Bennett’s Rotating Music Lessons presentation at the December 20, 2007 Board of Education meeting, Ms. Woodward addressed the board to clarify that she was questioning a policy at a previous meeting.
- John Gennaralli – Questioned the following:
v Is Crosspointe is working?
Dr. Eastwood answered that Crosspointe is working.
v Was the requirement for secondary English at the High School passed by the Board?
Dr. Eastwood answered that the literacy course was adopted by the Board of Education last year.
v How many days on average is a teacher pulled out for testing and training?
v How many tests are actually required by the State of New York and how many additional tests are being taken that aren’t necessary?
Dr. Eastwood answered that the State examinations start at Grade 3 and go up to Grade 8. The district is only required to administer State examinations. Assessments are administered in January or early spring and results are not received until 6 months later. The State is increasing standards. Assessments take time away from students and is a reason why the district is being identified. Last year the district did a review to sort out the assessments that are currently in place and determined that they are appropriate and necessary.
Ms. Tobiassen requested that the topic of how MAPS testing aligns with State standards be an item for a future presentation meeting.
Dr. Mauro requested that the following policies be given to the district’s attorney to review: Title I Parent Involvement, Child Abuse and Neglect/Maltreatment, Visitors to the School.
After the Board discussed how policies should be handled, it was determined that the order below should be followed when initiating additions and/or changes to policies:
1) District Clerk to receive policies from Erie 1 BOCES
2) Send to Donoghue-attorney for review
3) Donoghue to take those recommendations (and we will provide copy of current policy also) and attorney to draft proposed format of policy based on their analysis (through font differentiation and cover letter for easier deciphering of what has been done)
4) Then it goes to the Policy Committee
5) Committee reviews and discusses and then it goes to the entire board to facilitate and determine for a 1st Read.
The Board reviewed the Visitors to the School policy and had the following questions for the attorney’s opinion:
1) 2nd paragraph – “must abide by the regulations…” – should they be attached or referenced?
2) 2nd paragraph – “personnel records” – should this be removed?
3) Should policy say something about letting the Superintendent know?
4) “Official purposes”---- need definition on what is considered “official purpose or official visit”.
5) Need to establish if a board member can go to a building and do they need Superintendent approval, and also, do they need to notify building principal?
The Board reviewed the Suggested Agenda Format policy and it was requested that the word “FORMAT” be removed from the title and read “Suggested Agenda”. It was also suggested that when there are any known changes to the agenda, that the District Clerk provide a list of the amendments to the agenda before each board meeting.
It was determined by the Board that policy first readings (under Superintendent Information Items on the agenda), can be conducted at both the first and/or second board meeting of the month.
The Board reviewed the Regular Board Meetings policy and it was agreed that under the 5th paragraph, “This agenda shall be distributed to Board members no later than the Friday before such regular meeting” add to the end of that sentence-“if possible”.
After the Board discussed the subject of reviewing policies, Dr. Eastwood suggested that a “Policy History” cover sheet be attached with each policy to track the history of the document.

At 9:43 p.m., the meeting resumed.
Dr. Mauro made a motion, seconded by Mr. Paul. to amend the agenda to have the Regular Board Meeting policy (Policy #1510), be a First Reading.
By a show of hands, Ayes: 5, Noes: 7. Ms. Perkins objected due to improper procedure. Motion was not approved.
The board determined that the Regular Board Meeting policy will go on the January 17, 2007 agenda as a First Reading.
Mr. Perrino made a motion, seconded by Ms. Perkins, to approve Special Services Memorandum #8.

Mr. Perrino made a motion, seconded by Mr. Geiger, for the Acceptance of Bids – HVAC Equipment.

Mr. Estrada made a motion, seconded by Mr. Perrino, for the Approval of Bid Award for High School General Construction as follows:
WHEREAS, the Board of Education solicited bids for the capital project approved by the voters on December 5, 2006,
BE IT RESOLVED, that the Board of Education award the bid for the High School General Construction Work contract to Nikko Construction Corporation in the amount of $6,204,438.00 upon the recommendation of RSA Architects.

BOARD MEMBER REPORTS:
Mr. Perrino advised that there will be a District Safety Committee meeting on February 22, 2008, at 1 p.m. at the Board office.
Mr. Crescenzo asked if there were any reports given to the Board from the NYSSBA convention. Mr. Estrada stated that he reviewed the NYSSBA resolutions and that a seminar report still needs to be done.
OPPORTUNITY TO ADDRESS THE BOARD:
- John Gennaralli – Questioned the following:
v Are the 9th Graders are being awarded the credit for the literacy class?
Dr. Eastwood answered that the 9th Grade credit was awarded and was discussed at a previous meeting.
v Are the High School pool renovations on schedule?
Dr. Eastwood answered that the pool bid is late and the starting of the project will be after March, 2008. No delays are anticipated in the project.
- Natacha Wilson and Mary Woodward – Encouraged the Board to visit the schools by following guidelines.
ROUNDTABLE:
Mr. Perrino proposed that the voting location at the High School be changed to Board Office for the May Budget Vote. Dr. Eastwood advised that he would follow up for an opinion with the District’s attorney.
Mr. Estrada requested that a presentation for a future meeting include the topic of “Classic 10K Run”. On March 7, 2008, 7 p.m., there will be a Sojourner Truth Awards ceremony at SUNY Orange.
Mr. Geiger encouraged the public to go see student concerts. Dates are listed on the District’s website.
Ms. Tobiassen announced that the next Orange County School Board’s Association meeting will be held on January 16, 2007 at 7 p.m. at BOCES.
At 10:45 p.m., Mr. Estrada made a motion, seconded by Mr. Geiger, to have an executive session for discussion regarding proposed, pending or current litigation.
