A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, November 1, 2007, at the Board of Education Office, 223 Wisner Avenue, Board President Rose Tobiassen, presiding.

Ms. Tobiassen called the meeting to order at 6:05 p.m. to conduct a Retreat.
At 7:40 p.m. Mr. Perrino made a motion, seconded by Mr. Estrada, to have an executive session to discuss matters pertaining to the employment of a particular person.
Public session resumed at 8:10 p.m.
Mr. Crescenzo led the pledge to the flag.
Mr. Paul made a motion, seconded by Mr. Perrino, to approve the agenda with the following amendments:

Mr. Paul made a motion, seconded by Mr. Estrada, to approve the minutes of March 8, 22, April 12, 19, 26, May 3, 16, October 4, 2007.
Ms. Perkins objected to the fact that there has been too long of a time period to remember what has occurred in order to review the minutes for accuracy.
Ms. Tobiassen reminded Ms. Perkins that the Clerk has the opportunity to review the audio and video tapes for accuracy.

A discussion pursued regarding a Policy First Reading – Child Abuse and Neglect/Maltreatment. It was determined that the procedure the Board should follow regarding policy is as follows:
- Policy updates that are received by Erie 1 BOCES get distributed to the Policy Committee
- Once reviewed by the Committee, the policy is then distributed to the Board for comment
- After the Board comments, the policy will then be sent to the District’s attorney for review
- After the attorney comments, the policy then goes onto the agenda for a 1st Read by the Board
Mr. Paul makes a motion, seconded by Mr. Estrada, that the Child Abuse and Neglect/Maltreatment policy will be sent to the Policy Committee for review at this point.

- Kathy Bellars - Senior Representative for teachers at the Middletown High School. Discussed quarterly assessments concerns.
- Ron and Noreen Brizell – parents. Addressed concerns at their child’s bus stop
- Mary Woodward – parent. Discussed her child’s classes and curriculum.
Dr. Eastwood introduced Ken Haverlan, Director for Security, Health & Safety at Middletown High School and Trishia Sullivan, Family Nurse Practitioner for Middletown High School, who discussed preventative measures that the district is taking to prevent the skin infection, MRSA (Methicillin-resistant Staphylococcus aureus) from coming into the district. Ms.Sullivan stated that information about MRSA is available on the Middletown School District’s website.
RESPONSE TO PREVIOUS QUESTIONS:
Dr. Eastwood answered questions that were previously asked at the October 4, 2007 Board Meeting by the Middletown Teachers Association.
