A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, June 7, 2007, at Monhagen Middle School, 555 County Route 78, Board President Vincent Crescenzo, presiding.
Present: Mrs. Botti, Mr. Estrada, Mr. Geiger (arrived at 6:40 p.m./left at 10:15 p.m.-did not attend Late Executive Session), Mrs. Knapp (arrived at 6:40 p.m.), Mr. Paul (arrived at 6:35 p.m.), Ms. Perkins (arrived at 6;40 p.m.), Mr. Perrino, Ms. Tobiassen (left at 10:30 p.m.-did not attend Late Executive Session), Mr. Crescenzo – 9.

Mr. Crescenzo called the meeting to order at 6:30 p.m. Mr. Perrino made a motion, seconded by Mrs. Botti, to have an executive session to discuss proposed, pending or current litigation.
Public session resumed at 7:35 p.m.
Mr. Crescenzo led the pledge to the flag.
Ms. Tobiassen made a motion, seconded by Mr. Geiger, to approve the minutes of January 18, 2007.

Mr. Crescenzo – 5. Noes: Mrs. Botti (stated that minutes should contain more information), Mrs. Knapp, Mr. Paul, Ms. Perkins (stated that minutes should contain more information), - 4. Motion was declared approved.
Mr. Perrino made a motion, seconded by Mr. Paul to approve Personnel Memorandum #56.
A discussion pursued regarding evaluation process.
Mr. Perrino made a motion, seconded by Mr. Paul, to withdraw the original motion to approve Personnel Memorandum #56.
Mrs. Botti made a motion, seconded by Mr. Perrino, to amend Personnel Memorandum #56 with the changes to the Non-Instructional portion as presented with the agenda that evening.
Ayes: Mrs. Botti, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 9. Noes: None. Motion was unanimously approved.
Mr. Paul made a motion, seconded by Mr. Perrino, to approve the amended Personnel Memorandum #56.

Mr. Perrino made a motion, seconded by Mrs. Botti, to approve Personnel Memorandum #57.

Mr. Perrino made a motion, seconded by Mrs. Knapp, to approve Personnel Memorandum #58. At which time, Mr. Paul made another motion, to amend Personnel Memorandum #58, to separate the abolishment of Director of ESL/Bi-Lingual position from the Personnel Memorandum, and requested to vote on that position separately. Mr. Estrada seconded that motion.
Ayes: Mr. Estrada, Mr. Geiger, Mr. Paul, Ms. Tobiassen. – 4. Noes: Mrs. Botti, Mrs. Knapp, Ms. Perkins, Mr. Perrino, Mr. Crescenzo - 5. Motion was not approved.
A discussion pursued. Ms. Tobiassen made a motion to close the debate and to vote immediately on the debatable motion of the approval of Personnel Memorandum #58. By a show of hands, Ayes: 9. Motion was unanimously approved.
Ms. Tobiassen made a motion, seconded by Mr. Perrino, to approve Personnel Memorandum #58 as exists.

Mr. Estrada made a motion, seconded by Mr. Paul, to approve Authorization of Bid – 2006 Capital Project.

Mr. Estrada made a motion, seconded by Mr. Paul, to amend the agenda to add to Superintendent Action Items, Item #6 - Resolution to Increase Tax Certiorari Reserve.
Ayes: Mrs. Botti, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 9. Noes: None. Motion was unanimously approved.
Mr. Estrada made a motion, seconded by Mr. Paul, to accept the following resolution:
RESOLVED, that the Middletown Board of Education fund the increase in the tax certiorari reserve by appropriating $600,000 from the fund balance.
Ayes: Mrs. Botti, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 9. Noes: None. Motion was unanimously approved.
At 10:45 p.m. Mr. Perrino made a motion, seconded by Mrs. Knapp, to go into executive session for the discussion of matters leading to discipline of a particular person. Motion was unanimously approved.
Public session resumed at 11:05 p.m. There being no further business, the meeting was adjourned at this time.
