A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, August 24, 2006, at the Board of Education Office, 223 Wisner Avenue, Board President Vincent Crescenzo, presiding.

Mr. Crescenzo called the meeting to order at 6:40 p.m. Ms. Tobiassen made a motion, seconded by Mrs. Knapp, to have an executive session to discuss matters pertaining to specific employee history, contractual and legal matters. Motion was unanimously approved.
Public session resumed at 7:50 p.m.
Mr. Crescenzo led the pledge to the flag. There was a moment of silence in memory of Kathy Burris, who was a science teacher at Monhagen.
Mr. Perrino made a motion, seconded by Mrs. Botti, to approve the minutes of July 6, 13, 20 and August 1, 2006.

Discussion:
Dr. Eastwood explained how that the District is trying to improve the quality and strengthen our security measures and said that the District is working to make sure that employees are working within the appropriate job descriptions that are provided by Civil Service.

Dr. Eastwood introduced Karen Liparulo, new House Principal at Middletown High School.
Ellen Kaplan introduced Selena Fischer, Director of Pupil and Special Services who introduced her newly appointed staff. Mrs. Kaplan also introduced Greg Bennett, K-12 Music Department Chair, who commented on the eight new music employees. The new employees introduced themselves and commented on their new positions.
Dr. Eastwood discussed with Mr. Bennett, the commendable building renovations and transformations over the last couple of weeks at the Middletown High School.
Mr. Bennett spoke of a senior attending Middletown High School, who was accepted into the All-State Chorus in November and who is also being considered for All-Eastern Chorus.
Ms. Kaplan explained about the lengthy interviewing and hiring process that the new employees went through and introduced the newly hired Security Aides and other new teaching staff who were in attendance.
Dr. Eastwood discussed with the newly appointed Industrial Arts Teacher, John Hartford, implementing a pre-engineering program in the 2007-2008 school year. They also had a discussion about an electric car that will be raced in competition as an after school-project program for the students.
Mrs. Kaplan acknowledged the District’s retirees.
Mr. Perrino complimented Mrs. Kaplan and her staff for their long hours of hard work. Mrs. Kaplan commended her staff on their continuous hard work also and stated that new teacher orientation starts on Monday, August 28, 2006, and will be held on Tuesday and Wednesday of that week, at Monhagen. Mr. Crescenzo added that the Board is also invited to attend on Monday, starting at 8:00 p.m.
Presentations:
Mitch Palais, Project Executive, from JMOA Engineering acknowledged and thanked the staff at JMOA construction team, sub-contractors, the Middletown School District administration, Buildings and Grounds, custodians, Betsy McKean, the Board, and Dr. Eastwood for their guidance and for their dedicated, hard work on the High School renovations. He stated that the High School will be ready to open on time, and that the library and auditorium will continue to be worked on until the end of the calendar year. He said that financially we are on schedule.
Mr. Perrino commented positively on the tour he took of the High School and on the work of the Buildings and Grounds staff.
Dr. Eastwood reiterated on how the renovation work was done ahead of schedule – 2 years of work done in 14 months.
Mr. Paul noted that he was truly impressed with the progress of the High School project.
Ms. Perkins stated that it was exceptional and quality work and created a nice atmosphere at the High School.
Mr. Estrada commended the progress of the Middletown High School project in comparison to other school districts construction plans.
Mrs. Botti commented that the project was cost effective and said that a new High School has been created for the community.
Conducting grand opening ceremonies and public tours of the High School was suggested by Mr. Geiger.
Dr. Eastwood reminded everyone that the High School has not been opened to the public because it is a construction area and is still under the supervision and protection of the contractors.
Mr. Crescenzo commended Dr. Eastwood’s visions for the future of the High School which is reflected in every room in the building.
Mitch Palais, from JMOA Engineering, said that the lighting in every classroom was upgraded and is energy efficient. An Energy Management System was installed to regulate the heat. A new security camera system is being installed throughout the District.
Dr. Eastwood stated that when the High School opens, that the building will have the capacity, technologically, to be one of the most advanced buildings in this area. He discussed the Energy Performance Contract within the District, and the savings that will be reaped from the energy performance work that has been done. Dr. Eastwood talked about the new fiber optic telephone system being installed throughout the District.
Mr. Geiger told everyone that the Energy Contract is a guaranteed savings for the taxpayers.
Board Member Reports:
Mr. Perrino told everyone a meeting of the Common Council will meet on Tuesday, September 26, 2006 at the Common Council Chambers. He stated that the last Common Council meeting was held on Tuesday, August 22, 2006. Discussed were activities for students in the evening and graffiti on the school buildings. Mr. Perrino suggested putting a policy into place to seek restitution for graffiti damages or to have students perform community service. Mr. Perrino commented on the Middletown football team and commended Tom’s Market for supplying dinner for the football players.
Mr. Estrada spoke about the Orange County School Board meeting that will be held on September 20, 2006 at 7 p.m. at the C-Tech Building at BOCES in Goshen, New York. Topic will be “No Child Left Behind”. He discussed the New York State School Boards Association convention being held October 26-29, 2006. Mr. Estrada mentioned the website ocsb.com, for the public to access school board calendars, mission statements, budgets, etc. He also spoke about the Audit Committee that met on August 23, 2006. The Committee interviewed an Audit Committee Candidate and has selected that candidate for the position. He said that the next Audit Committee meeting will be held on September 12, 2006. The Committee will review charters and will come up with a final draft to present at the September 26 Audit Committee meeting, final adoption of the charter is anticipated to be presented at the October 5, 2006 Board of Education meeting. The Audit Committee will then make a request for the proposal for an Internal Auditor and anticipate having the Auditor in place by December 1, 2006. The first report to the Board as an Audit Committee is anticipated sometime in January, 2007.
Mr. Paul discussed summer school graduation and a commencement speech delivered by a student from Middletown High School. He advised everyone that the attended Fiscal Oversight Training that was sponsored by the New York State School Boards Association. Mr. Paul suggested creating an information center in the lobby of the High School. Mr. Paul asked about the term limits for the Audit Committee members and Mr. Estrada responded that there will be an annual rotation of one Board of Education member. Mrs. McKean said that the Audit Committee’s Claims Auditor is in place and is appointed annually.
Dr. Eastwood thanked Orange County Community College and Jeff Berkman, Orange County Legislator, for their help in obtaining a grant for the Middletown School District. He stated that the New York State Education Department has approved a Liberty Partnership Grant to the Middletown School District.
Response to Previous Questions:
Mrs. Botti clarified when the Reorganization meeting has to be held, which has to be the first week in July.
Visitors:
A visitor talked about the change in title of Full-time Monitors to Security Aides.
Dr. Eastwood explained about increased security measures at our buildings within the District. He stated that individuals working under the title of Monitor were working outside of their job description and could be a liability to the District; therefore, the District came into compliance with the New York State Civil Service job description requirements. He also stated that salaries are negotiated items with the collective bargaining agent.

Visitors:
A visitor discussed the District’s handling of employee matters. Dr. Eastwood said that the District worked with the collective bargaining agent on these employee issues. He reiterated that the goal was to make sure that employees were working inside their job description and that the District's goal is to improve the security measures and personnel that work in our district.
Ms. Perkins explained that the Board had discussions and concerns on this issue about the monitors and the loss of positions.
Roundtable:
Mr. Paul spoke of correspondence that was received from parents within the District, concerning a transportation issue involving their children. Dr. Eastwood talked about transportation evaluations and costs.
Mrs. Knapp emphasized, in response to the visitors comments, that there have been huge, positive changes in the District and commends the staff.
Mr. Perrino suggested that the Board review the agenda on it’s placement of items.
Mr. Geiger mentioned the renovations that have been made at Twin Towers. He asked if the new security system includes ID for students. Dr. Eastwood responded that it will be time-consuming and that the District is holding off on student ID’s for the moment. He stated that the Library is scheduled to go to a self-check out system for checking student’s books in and out, as well as self-check out for student lunches. Mr. Geiger asked when will the students schedules go out to the public.
Dr. Eastwood said that the schedules are anticipated to be printed on August 25, 2006 and that teacher schedules were ready, other than waiting for maps of the buildings to be inserted. Mr. Geiger congratulated Mr. Tom Scott and the Buildings and Grounds crew for their work with the High School construction. Mr. Geiger talked about Middletown School District ranking high in SAT Scores according to the Hudson Valley magazine.
Mr. Paul inquired if the District will be scanning for weapons in school. Dr. Eastwood stated that the law is being studied regarding that issue and that no scanning of weapons is being done at this time.
Mrs. Botti discussed the dates of when the Board members will attend the Board Retreat.
Mr. Estrada discussed having the District Clerk prepare the Audit Committee’s meeting minutes. He also mentioned the dates for student orientation at the High School will be posted on the Middletown School District’s website. Mr. Estrada talked about crime stories in the media pertaining to Middletown School District students. He made mention of a positive newspaper article about the District’s Varsity Basketball team. Mr. Estrada reminded parents to look for the bus schedule in the Times Herald Record and on the Middletown School District’s website. Mr. Estrada discussed the District’s SAT scores viewed in a recent news article and talked about attendance in grades Kindergarten through 12th grade. Dr. Eastwood said that the District is working on a plan to increase attendance rate in Kindergarten and 1st grades and attendance will be assessed on a quarterly basis. Mr. Estrada discussed the cost to the District to make corrections of school opening times that were inaccurately reported by the Times Herald Record.
Mrs. Kaplan requested a special meeting for Personnel items, to be held next Thursday, August 31, 2006.

Be it resolved that the Board of Education hereby abolishes 25 full-time Monitor positions (13 at MHS, 3 at each Middle School, 1 at each Elementary School, and 2 at Pre-K) effective August 31, 2006 and, in their place, creates 23 full-time provisional 10 month (40 hour) School Security Aide positions at a base salary of $25,500 (for a total of 26 FT School Security Aides which includes the 3 previously created by the Board in the 2006-07 budget) and 2 full-time probationary Pre-K Teaching Assistant positions at a salary agreed upon with the MTAO, and
