A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, August 10, 2006, at the Board of Education Office, 223 Wisner Avenue, Board President Vincent Crescenzo, presiding.

Mr. Crescenzo called the meeting to order at 6:45 p.m. Ms. Perkins made a motion, seconded by Mr. Paul, to have an executive session to discuss the matters concerning the employment of particular persons. Motion was unanimously approved.
Public session resumed at 7:55 p.m.
Mr. Crescenzo led the pledge to the flag.
Visitors:
A parent of a senior at Middletown High School inquired on why the long wait for Regents report cards. Mr. DelMoro responded that there were programming issues with CrossPointe and each report card was hand-reviewed for accuracy. This visitor also spoke of a parking issue.
Emergency responder vehicle - The Board of Education will be accepting a donation from Walmart at the next meeting.
Barbara Clark asked who tests the computer programs in the district here and who is responsible for problems. Dr. Eastwood explained that Dr. Hanna made the recommendation to transition into a new student recommendation system. Crosspointe was chosen after conducting a cost analysis of software and Crosspointe was most cost effective.
Reference checks were made into other districts to see if there were any other problems with the program and found none. Conversion into the new system found data flaws resulting in the problem of fixing the schedules and staff problems. The district was not eligible for the Reading First Grant due to inaccurate data found in student records. The goal is to have the data cleaned up by the end of summer. Scrubbing software will be used to go into the data and look for problems.
Ms. Perkins asks for clarification on what percentage of records had errors. Dr. Eastwood stated that last year almost 100 percent of the records had problems that had to be fixed.
Mr. Perrino asked if CIMS software would have been able to do the job given the increased enrollment. Dr. Eastwood stated that the State Education Department is asking for more complex data in how to track students and CIMS as we had it in the past, could not handle the type of requirements that we have today. Dr. Eastwood stated that in the future we will be able to get the grades out in a more timely manner and we are looking to go to an electronic grade book to improve report card issue. When the data is correct, Dr. Eastwood said that the system will do what it is suppose to do.
Mrs. Botti reiterated that human effort needs to be more precise and asked what happens with the data as a child moves through different grades.
Dr. Eastwood said that data is captured down to Elementary levels although are not used over the long run. What becomes important is the advanced work in 8th grade forward, and 9th grade and above. Issues around attendance means that everyone’s job is to maintain accurate information on a daily basis, which may also provide us with state aid money.
Ms. Tobiassen asked if we anticipate teachers doing attendance electronically this year. Dr. Eastwood said that the High School is currently doing it and it will be rolled over into other the buildings over the course of next year.
Mr. Crescenzo reminded everyone that summer school graduation is August 17, 2006 at Monhagen, at 6:00 p.m.

Mrs. Kaplan acknowledged retirements and introduced new employees. She thanked the administrative staff for their hard work and efforts in making it possible for the appointment of all the new employees.

Mr. Perrino and Mr. Paul discuss the idea of a student to sit on the Board.
Mr. Paul addressed a parent picking up a student at school with no identification, and asked what is the proper procedure to pick up a child. Dr. Eastwood advised that the procedure is that during school, when a parent or adult comes to pick up a child, that we check identification and check that the person is authorized to pick the child up in emergency situations.
Mr. Paul asked about parents who were concerned about what will be off limits at the High School, due to construction, and will it be complete in September. Dr. Eastwood answered that the Library and Auditorium will not be done by September 1, but all classrooms will be available for occupancy. The project time-schedule has been cut in half.
Dr. Eastwood reminded the public that the Elementary and the Middle School will open for students on Wednesday and the High School will open Thursday following Labor Day.
Mr. Perrino thanked Building and Grounds and Custodial staff for their hard work.
Mr. Scott spoke about extra staff members, and staff relocating and reverting back to their standard shifts.
Mr. Crescenzo mentioned the new quality flooring at the high school gym, which will reduce injuries and improve longevity of the structure. Dr. Eastwood explained that the cost was bid out with the package, and assures that the revisions have taken place properly and at low cost.
Ms. Perkins asked if this was part of the original design. Dr. Eastwood said it was not part of the original architectural design, it came in Fall, 2004 for review. The PE & Athletic audit looked at drawings of the new gym and identified that it was not going to meet state standards relative to competition. It became necessary for architects to adjust so we could turn it into a competition gym. They also added changing rooms for two sets of teams and made it possible to run two different games at the same time.
Mrs. Botti commended work of school newsletter, School Scene.
The Board discussed date of board member’s retreat, board goals and facilitators.
At 8:55 p.m., Ms. Tobiassen made a motion, seconded by Mrs. Knapp, to have an executive session for the discussion of matters leading to the appointment, employment, promotion of a particular person.
