A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, March 8, 2007, at the Board of Education Office, 223 Wisner Avenue, Board President Vincent Crescenzo, presiding.
Present: Mrs. Botti , Mr. Estrada, Mr. Geiger, Mrs. Knapp (arrived at 6:11 p.m.), Mr. Paul, Ms. Perkins (arrived at 6:04 p.m./left at 8:50 p.m.), Mr. Perrino (arrived at 6:05 p.m.), Ms. Tobiassen (arrived at 6:36 p.m.), Mr. Crescenzo – 9.

Mr. Crescenzo called the meeting to order at 6:00 p.m. Mr. Estrada made a motion, seconded by Mrs. Botti, to have an executive session to discuss matters regarding proposed, pending or current litigation. Motion was unanimously approved.
Public session resumed at 8:05 p.m.
Mr. Crescenzo led the pledge to the flag.
Mr. Perrino made a motion, seconded by Mrs. Knapp, to approve the Audit Committee minutes of March 6, 2007.

RECOGNITIONS/ANNOUNCEMENTS:
- Letter received by Goshen Volunteer Ambulance Corps recognizing BOCES student, Joshua Tulp, for his role in the routine upkeep and automotive repairs of GOVAC vehicles.
- David Coates, Athletic Director at Middletown High School, introduced coaches of scholar athletes and scholar athletes receiving Scholar Athlete Team Awards from Fall, 2006 for Varsity Girls Soccer, Varsity Girls Swimming Team, Boys Cross Country and Varsity Girls Tennis.
Mr. Crescenzo asked if any visitors would like to comment on the proposed 2007-2008 budget. There being none, Mr. Crescenzo moved on with the meeting.
OPPORTUNITY TO ADDRESS THE BOARD:
- Mary Luciano- introduced herself as a candidate running for a seat on the BOCES board.
- Debra Copland – expressed a concern about an issue at school involving her daughter.
- Eileen Wieczorek - discussed concerns about settling Middletown Liaisons, Aides and Monitors Unit contract.
- Barbara Ryan – questioned status of female Security Aides within the school system.
Mr. Estrada made a motions, seconded by Mrs. Botti, to approve Personnel Memorandum #47.

The Board discussed the policies that were listed on the agenda and reviewed what was discussed and acted on at the last meeting pertaining to them. The Board came to the conclusion that the next meeting will be a second reading and then adoption of the following policies: Suspension of Students, USERRA-Military Leave of Absence, Allegations of Fraud, Information Security Breach & Notification, Appointments and Designations by the Board of Education, Student Physicals, Audit Committee, Employment of Students of Minor Age.
Mr. Estrada made a motion, seconded by Mrs. Botti, to approve Special Services Memorandum #14.

Mrs. McKean proceeded to finish the Middletown City School District 2007-2008 Budget Recommendations presentation from
the previous meeting. She reviewed Summary, Revenue-State Aid, Revenue-Other, Estimated Levy (see attached).
At 10:25 p.m., Mr. Estrada made a motion, seconded by Ms. Tobiassen, to have an executive session for the discussion of collective negotiations pursuant to Article 14 of the Civil Service Law (the Taylor Law). Motion was unanimously approved.
Public session resumed at 10:50 p.m. There being no further business, Ms. Tobiassen made a motion, seconded by Mrs. Knapp,

Be it resolved that the Board of Education hereby abolishes 18 part-time Monitor positions (2 at Middletown High School, 7 at Monhagen Middle School, 5 at Twin Towers Middle School, and 1 at each Elementary School) effective December 31, 2006 and, in their place, creates 18 part-time provisional 10 month (School Security Aide positions effective January 1, 2007 at a base salary of $12.50 per hour, and
Be it further resolved that each part-time Monitor position that becomes vacant as of November 3, 2006 shall be abolished and replaced with a part-time School Security Aide in its place.
