A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, March 22, 2007, at the Board of Education Office, 223 Wisner Avenue, Board President Vincent Crescenzo, presiding.
Present: Mrs. Botti (left at 8:15 p.m.), Mr. Estrada, Mr. Geiger, Mrs. Knapp (stepped out 8:15-9:10 p.m.) Mr. Paul, Ms. Perkins (stepped out 9:10-10:05 p.m.), Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 9.
Absent: None.

Mr. Crescenzo called the meeting to order at 6:05 p.m. Mr. Perrino made a motion, seconded by Mrs. Botti, to have an executive session to discuss matters regarding the employment of a particular person. Motion was unanimously approved.
Public session resumed at 7:55 p.m.
Mr. Crescenzo led the pledge to the flag.
Ms. Tobiassen made a motion, seconded by Mr. Perrino, to approve the minutes of October 5, 19, November 2, 16, 2006.
A discussion pursued regarding elaboration of minutes.
Mr. Crescenzo requested by a show of hands, if the Board agrees that the minutes should encompass more text. Ayes – 4, Noes – 5. Mr. Crescenzo declared that minutes would stand as presented.
Acting on the motion previously made and seconded prior to discussion, to approve the minutes of October 5, 19, November 2, 16, 2006.
Ayes: Mr. Estrada, Mr. Geiger, Ms. Perkins, Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 6. Noes: Mrs. Botti, Mrs. Knapp, Mr. Paul - 3. Motion was declared approved.
Ms. Tobiassen made a motion, seconded by Ms. Perkins, to approve the Resolution to Change Hours of Registration of Voters for the May 15, 2007 Annual Meeting, Budget Vote and Election as follows:
BE IT RESOLVED, by the Board of Education of the Enlarged City School District of Middletown that the hours for the registration of voters for the May 15, 2007 Annual Meeting, Budget Vote and Election, which is scheduled to occur on April 24, 2007, be changed from between 12:00 p.m. and 8:00 p.m. to between 10:00 a.m. and 6:00 p.m.
After discussion, Ms. Perkins made a motion, seconded by Mr. Perrino, to amend the resolution to the hours of between 11:00 a.m. and 7:00 p.m.
Ayes: Mrs. Botti, Mr. Estrada, Mr. Geiger, Mrs. Knapp, Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 9. Noes: None. Motion was unanimously approved.
Mr. Perrino made a motion, seconded by Ms. Perkins. to approve the amended resolution as follows:

PRESENTATIONS:
- Mr. Roy McMaster, CIPFA – reported on Classroom Space, Enrollment Projections (see attached).
- Mr. Doug Carr – presented District Wide Math Program – Mathematics Achievement and Dr. Darlene McDonough and Mr. Richard DelMoro reviewed Key Middletown Strategies (see attached).
- Mrs. Elizabeth McKean – presented 2007-2008 Middletown City School District Budget Recommendations (see attached).
Mr. Crescenzo announced that two open seats on the Middletown Board of Education, and reviewed the qualifications for becoming a Board member. Mr. Crescenzo advised that the Orange County School Boards Association sponsors a workshop for perspective members. He also advised that the Middletown Teachers Association will have a Meet the Candidates Night as well as the Board holding one as well.
Mr. Crescenzo announced that Kindergarten registration will be held during the month of April, 2007 and Pre-K registration will be held during the month of May, 2007 at the Middletown Board of Education building, 223 Wisner Avenue. He advised that this announcement will be posted on Channel 20 and the Middletown School District’s website.
Mr. Crescenzo announced that BOCES has 3 seats open on their Board and read letters from the candidates running for the open seats. Mr. Crescenzo then called for a vote to nominate these individuals by a show of hands as follows:
Bill Boss – 7 – yes (out of 8)
Ginny Esposito – 7 – yes (out of 8)
Mary Luciano – 7 – yes (out of 8)
Dottie Slattery – 1 – yes (out of 8)
At 11:15 p.m., Mr. Estrada made a motion, seconded by Mrs. Knapp, to have an executive session for the discussion of employment history of a particular person. Motion was unanimously approved.
Public session resumed at 11:30 p.m. There being no further business, Ms. Tobiassen made a motion, seconded by Mr. Perrino, to adjourn the meeting. Motion was unanimously approved.
