A regular meeting of the Board of Education of the Enlarged City School District of Middletown, New York was held Thursday, January 18, 2007, at the Board of Education Office, 223 Wisner Avenue, Board President Vincent Crescenzo, presiding.
Present: Mrs. Botti, Mr. Estrada (was not present for Audit Committee portion of Early Executive Session), Mrs. Knapp (left at 9:45 p.m.), Mr. Paul, Ms. Perkins, Mr. Perrino, Ms. Tobiassen, Mr. Crescenzo – 8.
Absent: Mr. Geiger (present at Early Executive Session only, was not present for Audit Committee portion of Exec. Session)- 1

Mr. Crescenzo called the meeting to order at 6:35 p.m. Ms. Perkins made a motion, seconded by Mrs. Knapp,to have an executive session to discuss the employment of particular persons and proposed, pending or current litigation. Motion was unanimously approved.
Public session resumed at 7:45 p.m.
Mr. Crescenzo led the pledge to the flag.
Mr. Perrino made a motion, seconded by Mrs. Knapp, to approve Personnel Memorandum #42.
Ayes: Mrs. Botti, Mr. Estrada, Mrs. Knapp, Ms. Perkins, Mr. Perrino, Mr. Crescenzo, Ms. Tobiassen – 7. Noes: None. Abstain: Mr. Paul – 1. Motion was unanimously approved.
Presentations for the evening were as follows:
- 10K Classic, Mr. Frank Giannino. Announced that Jr. Classic will be held on June 9, 2007 and more information is available at www.classic10k.com.
- Overview of High School Project – JMOA Engineering, Mitch Palais (presentation hand-outs available upon request).
- Audit Committee’s Internal Auditor, Mr. Raymond Preusser. Discussed internal controls of Middletown School District and that the Internal Auditor’s findings and recommendations will take approximately 2 months to complete.
- ELA Overview, Doug Harris and Judy Carr (complete presentation hand-out available upon request).
- Administrative Budget 2007-2008, Elizabeth McKean.
Ms. Tobiassen made a motion, seconded by Mr. Perrino, to amend the agenda to add a resolution as discussed in Early Executive session.
Ayes: Mrs. Botti, Mr. Estrada, Mr. Paul, Ms. Perkins, Mr. Perrino, Mr. Crescenzo, Ms. Tobiassen – 7. Noes: None. Motion was unanimously approved.
Mr. Perrino made a motion, seconded by Mrs. Botti, to approve the following resolution:
WHEREAS, the Board of Education is in receipt of a determination, dated December 30, 2006 of Joel Douglas (the “Hearing Officer”) concerning the Section 3020-a charges preferred against tenured school district employee Peter Panse; and
WHEREAS, the Hearing Officer found Peter Panse guilty of Charge 1, Specification 1 and determined that the penalty shall be a suspension without pay for 15 work days; and
THEREFORE, BE IT RESOLVED, that Peter Panse shall be suspended without pay for 15 work days effective January 19, 2007.
Ayes: Mrs. Botti, Mr. Estrada, Mr. Paul, Ms. Perkins, Mr. Perrino, Mr. Crescenzo, Ms. Tobiassen – 7. Noes: None. Motion was unanimously approved.
There being no further business, at 10:55 p.m., Ms. Tobiassen made a motion, seconded by Mrs. Botti, to adjourn the meeting at this time. Motion was unanimously approved.

RESOLVED: That the reading of the teaching and administrative personnel list be waived and the retirements, expirations of terms, abolition of positions, preferred eligible list of candidates for appointment, appointments, transfers, leaves of absence and reinstatements from leaves of absence in the INSTRUCTIONAL SECTION OF THE PERSONNEL MEMORANDUM dated January 18, 2007 be approved as recommended by the Superintendent of Schools.
